This looks like a specific issue of your environment. But in any case it is 
very strange:

(1) because I would not expect that the Apache Sling maven-launchpad-plugin 
accesses '\target\classes' but rather '\target'
(2) because you are getting an 'Access is denied' error, suggesting that the 
user does not have access to this directory that is created by the same maven 
build process.
    (2b) does this folder exist? 

There should be also some information about the error above the "[INFO] Reactor 
Summary:" included in your comment. Do those lines contain additional 
informations?

Does the same error appear if you call 

    mvn clean install -rf :org.apache.stanbol.launchers.full

Maybe this woks as in that case the bundle should be located via the local 
maven repository and not via modules included by the same maven command.
