As the MIN_SEARCH_TOKEN_LENGTH determines if a Token is classified as Linkable
or not (fallback in the absence of POS tags) this configuration belongs to
TextProcessingConfig class.
This change will also make the ProcessingState implementation independent of
the EntiyLinkingConfig.
