Several Enhancement Engines already include code for generating
fise:selection-context based on the surrounding Text.
The best of those implementation is provided by the CELI engine, as it tries to
cut of the context on full words, what makes the context to look nicer. This
issue will add this implementation as static helper method to the
EnhancementEngineHelper utility (enhancer.servicesapi module) so that is can be
used by all enhancement engines implementation
NOTE: that existing engines that do use this feature can only be upgraded to
use this new method after the upgrade of enhancment-engines from 0.10.1 to
0.11.0
