The issue was that the list of engines was statically acquired in the activate
method and at this time no engines where started yet. Instead the JAX-RS
resource needs to constantly track active engines.
I propose to directly use the EngineTracker utility provided by the enhancer
servicesapi package for that. It would be also good to adapt the chain resource
accordingly
