This utility method should be public as it is not only internally interesting
(for creating TextAnnotation, EntityAnnotation and TopicAnnoations), but should
be also used by create{custom-type}Annotation() type methods (e.g. the
fise:SettingAnnotation defined by STANBOL-1121).
