after having the new 'quick' profile for a while, i realize that it should be
disabled by default. now when you want to run tests you have to explicitly
enable tests AND disable the quick profile, which is cumbersome from maven
command line on linux.
the more optimal solution is for quick profile to exist, disabled by default,
for skipTests and skipITs to exist, disabled by default, allowing developer to
pick whether they want Tests vs ITs vs none by run mvn test / mvn verify / mvn
compile - or enable the shortcut properties / profiles if that's better for
them. rat should stay disabled by default.
