Our website build instructions require generating svg files from dot file
source. Instead we should set up a maven profile that performs this step. If
we can set up jenkins with access to the dot binary, we can continue to just
check dot files into source control. If not, we'll want to start checking svg
files in as well, updating them only when the corresponding dot file has
changed.
