During build of 0.4-incubating streams-project i found several modules
(streams-runtime-dropwizard / streams-runtime-pig) that were very spammy during
tests even with the -q flag.
0.4-incubating streams-examples (especially flink-twitter-collector) were too.
Set it up such that every Test and IT only logs ERROR level to the console
during testing, across every package.
