Log:
Revamp the pattern of descriptive text for the format bumps. We don't need
to see "old to new" version. We know what the old one was. Bah.

Also did some archaeology about the revisions for when the bumps occurred.
This is useful if you need to checkout svn to handle a specific format.

Removed a few now-unused symbolic constants.

* subversion/libsvn_wc/wc.h:
  (): update comment about the format bumps
  (SVN_WC__NO_PROPCACHING_VERSION, SVN_WC__XML_ENTRIES_VERSION,
      SVN_WC__USES_DAV_CACHE, SVN_WC__PROPS_IN_DB): remove. unused.
