* site/publish/download/download.html: 1.6.17 -> 1.6.18; The folder on
tigris.org that was linked from here didn't pick up the new release
automatically, even though the release is available in the downloads
folder. I don't know how to make the release show up in tigris.org
directory listing. So link to subversion.tigris.org instead for now.
We're linking the 1.6.18 release archives from the download page on
apache.org anyway.
