* site/publish/release-notes/1.8.html: Remove mod_dav_svn UTF-8 support from
the compat table. It should be clear that a new server is required, and
there are other new features in mod_dav_svn that could be listed here
(e.g. server-side keywords), but doing so would clutter this table too
much with minor enhancements rather than major new features.
