Add LZ4 to the I.B section of the INSTALL guide and mark it as REQUIRED in
I.C.20.
(I.B: Dependency Overview): Add a missing entry for LZ4.
(I.C: Dependencies in Detail): Mark LZ4 as 'REQUIRED', not 'OPTIONAL':

Even though SVN sources have a copy of LZ4, it's still a required
