Remove a redundant text segment from INSTALL.
* INSTALL
(IV): Remove the redundant "... if you are in a real hurry to get building,
you can skip straight to section II ..." advice. It makes no sense now,
when section IV 'Dependencies in Detail' is at the bottom of the document.
