chore: regenerate the OpenAPI spec and message catalogs
The review pass added seven translatable strings to `partition_mapping.py`
and reworded the monotonicity tooltip, and exposed
`partition_filter_mapping` on the dataset show endpoint.
The spec hunk is applied by hand rather than copied: this container's
`update-api-docs` also emits an `/api/{version}/_openapi` path block that
CI's pinned environment does not, so the generated file was diffed against
the committed one and only the real difference -- the new property on
`DatasetRestApi.get` -- was taken. The result is now byte-identical to a
fresh generation apart from that one path.
The catalog diff adds only this branch's own msgids and removes only the
`POT-Creation-Date` header and the tooltip's previous wording. `msgfmt
--check` fails on fr, it, pt and sl, which it also does on master.
