PersistentLocale.setLocale() allows the applicaiton to set a locale that isn't
supported, and the subsequent URL may not be interpreted correctly

setLocale() should validate that the provided locale is supported and throw an
exception other wise ... and indicate that the supported locales property
should be updated.
