Summary: CSS files should be automatically minimalized, like JavaScript
files (was: CSS files should be automatically packed/minimalized)
I've modified the title to refer to just minimization; I believe there's a
second issue already out there for aggregating CSS (which is actually a bit
complex because of the use of relative paths).
