I'd consider 1) a definite advantage; why would you want to remove a page just
because the page is "old" if your resource budget allows it to stay in. 2) is
only marginal disadvantage - you are running out of memory - does it matter
much which of the old pages to remove first. Active pages are in any case kept
in memory.
