This could be done via a custom data attribute on the zone element, e.g.
{{data-periodic-refresh-enabled}}. The attribute would have to be checked
inside the {{handler}} function and could be set manually or preferably via an
added {{t5/core/zone-refresh:setEnabled}} function.
