Summary: Create project website repositories

The project website will move from the deprecated Confluence export to a
Antora, to make it easier to maintain and other to participate.
Therefore, two new project repositories will be needed.
I suggest:
- {{tapestry-5-docs}} (the actual content)
- {{tapestry-5-docs-site}} (the builder/playbook)
We can create as many directories as we need via self-service.
They are always prefixed with the project name (tapestry) but starting the
subname with a number seemed ok.
If it's not possible, I'll create an INFRA ticket.
This ticket is for discussing the names and providing alternatives.
How we eventually deploy it will be done in another one.
