chore: Add yarn package manager file (#3719)

The current Wiki step for installing Yarn is outdated and does not work
on Windows, so it can be removed.

/>

Instead, we can follow the [official Yarn
guide](https://yarnpkg.com/getting-started/qa#which-files-should-be-gitignored)
to add Yarn directly to the codebase. This approach eliminates the extra
setup step for developers and keeps the process consistent across
platforms.

Closes issue #3718
