A detect job picks the just-added label on labeled events and falls back to all current release/* labels for code-changing events, then a matrix run job validates each target. Switch create-backport-pr.yml's lookup to listJobsForWorkflowRun and match per-target jobs by their composite name "<target> / Build Summary"; the previous per-run display_title match no longer works once a single run can cover multiple targets.
