fix(ci): keep pyamber Codecov upload non-gating
Codecov rejects tokenless uploads from the protected Dependabot branch,
which failed the Python 3.12 pyamber job after tests completed. Add step-level
continue-on-error for the optional pyamber Codecov uploads and align the torch
dependency/license manifest pins to 2.13.0.
