    test(frontend): add unit tests for PanelService (#6461)
    
    ### What changes were proposed in this PR?
    - Adds panel.service.spec.ts covering PanelService; no production code
    changed.
    - Verifies resetPanels and closePanels emit on their streams and that
    the streams stay independent.
    - Covers multi-subscriber delivery and Subject no-replay semantics for a
    late subscriber.
    ### Any related issues, documentation, discussions?
    Closes: #6449
    ### How was this PR tested?
    - Run `cd frontend && npx nx test gui
    --include="**/panel.service.spec.ts"`, expect 6 passed.
    - Full frontend suite runs in CI via `yarn test:ci`, selected by the
    auto-applied `frontend` label.
