test(workflow-operator): name the values the test filter accepts

An unrecognized value fails at project load, which makes the message the first
and only thing a developer sees. It named the variable and the value it had but
not what to put there, sending the reader to find the file instead.

Also two wordings in the module's build.sbt. A missing comma left "excludes it
and amber-integration" reading as one compound object until the verb three
words later forced a re-parse. And an "either/the other" had no resolvable
pair: the preceding sentence names a variable and a value, while the two sites
that have to stay in step are this file and the spec, so it now names both.
