Liquibase selects changeSets by id -- bin/local-dev/main.sh skips on a match in databasechangelog without reading the file -- so the databases holding plural paths are exactly the ones that recorded id 36 and will never run it again. Worse, local-dev leaves MD5SUM NULL by design, so nothing reports a checksum mismatch and the stale paths surface only when someone opens one of those workflows. Restore 36.sql byte-for-byte as it shipped and move the normalization to 39.sql (38 is taken). It handles both shapes, so it converges whether or not 36 ran: a fresh database gets the plural prefix from 36 and is rewritten here, and a database that already recorded 36 is repaired here directly. Running it alone, twice, or before 36 all reach the same state.
