chore: bump version to v1.3.0-incubating (#8306)
### What changes were proposed in this PR?
This PR bumps the project version from `1.3.0-incubating-SNAPSHOT` to
`1.3.0-incubating` on the `release/v1.3` branch, in preparation for the
v1.3.0-incubating release:
- `build.sbt`: `ThisBuild / version` from `1.3.0-incubating-SNAPSHOT` to
`1.3.0-incubating`
- `bin/k8s/values.yaml`: `imageTag` from `1.3.0-incubating-SNAPSHOT` to
`1.3.0-incubating`
- `frontend/package.json`: `version` from `1.3.0-incubating-SNAPSHOT` to
`1.3.0-incubating`
