chore(v1.2): bump version to v1.2.1-incubating (#8664)

Bump the version strings on release/v1.2 from 1.2.0-incubating to
1.2.1-incubating (build.sbt, bin/k8s/values.yaml,
frontend/package.json), so artifacts built from this branch identify as
the upcoming maintenance release.
