fix(licensing): list the bundled Yarn release in LICENSE (#8805)
### What changes were proposed in this PR?
Per #8801, the source release bundles
`frontend/.yarn/releases/yarn-4.14.1.cjs`
(Yarn Berry, BSD-2-Clause) without a LICENSE entry. Taking the issue's
first
suggested fix:
- root `LICENSE`: new BSD 2-Clause section listing the bundled Yarn
release
with its copyright line;
- `licenses-3rd-party-code/yarn.txt`: Yarn's LICENSE.md, verbatim from
the
`@yarnpkg/cli/4.14.1` tag.
The issue's second suggestion (dropping the file from the source release
via
`export-ignore` + corepack) touches the build chain and is left as a
possible
follow-up for the next release line.
The filename is identical on main, release/v1.2 and release/v1.3, so the
entry backports without adaptation.

License-text-only change; `.licenserc.yaml` already exempts
