Flag the issue if someone other than the opener is assigned, or has their own open PR on it. Post one marker comment naming them and their PR, and delete it once nothing matches. The merge-time credit step now keeps an assignee whose own PR on the issue is still open. The decision logic lives in .github/scripts/issue-claims.js so the infra job can unit-test it through test_issue_claims.sh.
