feat(frontend): rank palette search results by meaning as well as by name

The palette search compares the query against userFriendlyName only, so a
query phrased as an intent ("remove repeated rows") matches no name and
returns nothing, even though Distinct's own description says exactly that.
Every operator carries an operatorDescription; the search never read it.

Both rankers now answer every query in the same box, with no mode to pick.
The keyword results render immediately and keep their places, so typing a
name behaves exactly as before and never waits on a model. Ranked results
fill in beneath, which is where a phrase lands since it matches no name. If
the model fails to load, the keyword results stand on their own.

Operator vectors are computed offline by frontend/scripts and committed as
an asset; at runtime only the query is embedded, in the browser, with
all-MiniLM-L6-v2 through Transformers.js. Queries carry a sequence number
so a slow answer to an earlier keystroke cannot overwrite a newer one.

Declares the five packages this adds to the bundle in LICENSE-binary; all
are MIT or Apache-2.0 and none ships a NOTICE.
