Head commit for run: a589a35ae893266c4c83a5f49ef8560a91d95028 / kary zheng <[email protected]> fix(operator): move an offset timestamp to the local wall clock without localtime before 1970 Windows' localtime refuses an instant before 1970, so a bare astimezone() raised OSError there. The machine's zone is now asked by name, and where it has none such an instant takes the standard offset. The tests that change the zone skip where time.tzset is missing.
