from 3b01ada16 Update geoinfo parser for latest sis.
add 4b47a548a Simplify cxf and slf4j dependencies with their boms and
exclude xml-apis via Thorsten Heit. Also, temporarily add the snapshots repo so
that we can pull the SIS snapshot for a clean build.
