Many other Apache Maven plugins that deal with web applications support
operation without a web.xml, for example:
http://maven.apache.org/plugins/maven-war-plugin/war-mojo.html#failOnMissingWebXml
Please relax TomEE's requirement to have a web.xml for things like tomee:run,
etc, wherever it makes sense.
