After doing a little more research it seems that the JAX-RS resource should be
annotated with @RequestScoped to enable CDI injection (see
http://docs.oracle.com/javaee/6/tutorial/doc/gkncy.html).
Using @RequestScoped instead of @ManagedBean works with TomEE 1.5.2 and 1.6.0.
I also tested this successfully in GlassFish 3.1.2.2 and WebSphere Liberty
Profile 8.5.5.0.
