Pasted same comment as in the other issue to get the same level of information
in this ticket:
you deploy a jar with eclipse? WTP is not able to deploy jar so it deploys
it as war but the lifecycle is not respected so globally it doesn't work. If
that's the case the issue should be on eclipse WTP side (for instance IntelliJ
IDEA made it working since several versions)
