Did you try using inlineServerXml? It can use maven filtering and should match
both cases.
Side note/more inputs: with TomEE 7 you'll get tomee embedded matching your
need and allowing a simpler dev usage - that is why I think tomee-maven-plugin
should really stay *remote* and not leak maven JVM - TomEE JVM too much.
