org.apache.openejb.core.LocalInitialContextFactory has some logic to boot a
container and configure it with some global state. This is no more needed since
years and testing have great alternatives so we deprecate it and replace it by
a more secure runtime solution.
OpenEJBInitialContextFactory is intended to be used instead.
