Description:
Contribution tips and Tomee source contribution instructions needs to be
reorganized in the current Community Section.
As a first iteration we can reuse existing contribution tips from old website:
[http://tomee.apache.org/dev/tips-and-suggestions.html] since this content is
not present in current website.

Current [Community|http://tomee.apache.org/community/index.html] section can be
improved to facilitate the learning curve for new committers.
It also would help to better structure future contributing guidelines for both
website and TomEE project.
