Since jPMS, it's a pain to get the module mbean-annotation-api because the
package clashes with java.management module. Generating javadoc is not easy as
well.
Anyways, with jPMS, we'll always be having split issues if we keep classes in
the javax.management package. It's time to move them over and TomEE 9.x is a
good opportunity
