Apache has the attach-javadoc goal in the parent POM but since we moved to
JDK11+ it looks like broken for the project. It's been disabled in the TomEE
parent POM for the M8 but definitely needs to be fixed for the final.
Also some modules don't need javadoc or attach-javadoc like itests, examples,
TCK, BOMs, generated code, etc
