    Change ats exec check from traffic_cop to traffic_manager.  (#3459)
    
    * Change ats exec check from traffic_cop to traffic_manager. Traffic_cop is 
removed in 8x and manager now handles its duties. Manager was always the one to 
handle traffic_ctl communication though so this should be a valid change
    for 7x as well.
    
    * Also change for restarting service
