That is what we see in my custom tflite model. PRELU Alpha tensor with index 4 has shape [1,1,16]. It means that H and W are 1 - H and W are shared, alpha parameters only exist for color dimension. Also, Alpha tensor is 3D, not 4D. It is because Batch dimension is probably always shared and simply omitted in Alpha tensor shape. If Realy needs PRELU Alpha tensor dimension to be the same as main input tensor dimension then we should add 1 to Alpha tensor shape for batch dimension. `[1,1,16] -> [1,1,1,16]`
