kice edited a comment on issue #4569: Some Windows and MSVC fixes URL: https://github.com/apache/incubator-tvm/pull/4569#issuecomment-568329563 looks like VS2019 output utf-8 now...XD But old versions should still use local encoding. For windows __FILE__ macro, full path is always used, it is safe to hardcoded here.
