 Review comment:
   > negative dimension, like -1, is allowed in TF, right?
   
   Yeah that is right :)
   
   However the output shape must be known explicitly to allocate output buffer 
for TVM compute function,  we have no where to know that dimension if it is 
filled as -1 or None.  
   
   So we only allow positive integers or TF shape tensor to specify output 
shape.
