alloc_storage : Allocator->Alloc (always scope "global") =>
DeviceAPI::AllocDataSpace =>StorageObj
alloc_tensor : StorageObj::AllocNDArrayScoped =>
DeviceAPI::AllocDataSpaceView => NDArray
Ref. AllocNDArrayScoped with destructor that calls FreeDataSpaceView for
clean up.
