[CI] Verify packed uint1 tvm-ffi revision (#20041)
Advance the `3rdparty/tvm-ffi` submodule to the latest merged `main`,
which includes the scalar `uint1` packing correction. This keeps TVM CI
pinned to the current dependency contract.
