[BUILD][ORCJIT] Discard unused sections and embedded archive debug data
(#878)
Collect unused code and data sections when linking the ORCJIT addon on
ELF platforms. Strip debug information from a build-directory copy of
the Linux ORC runtime archive before embedding it, with dependencies
that regenerate the copy when its source changes.
Preserve the installed SDK, explicit exports, RTTI and exception
handling.
