Review comment:
       The original design of "-keys" semantic is that:
   
   1) user provided keys comes first
   2) add `device_name` if given
   3) add default keys in the `target_kind`
   4) deduplicate the keys, only preserve the first appearance of each key.
   
   Therefore, on your first example, the expected keys of the target created is 
`["cpu", "arm_cpu"]`.
