I want to update our CI (which is at PyTorch 1.4) and make 1.6 support official, but quantization is broken with PyTorch 1.6. See https://github.com/pytorch/pytorch/issues/42497. I thought I'd wait until they fix it, rather than introducing ugly workaround on our end.
