This PR makes a couple of changes to the reference VMs and to the build
process in service of an upcoming µTVM demo.
- Enable the debug runtime in VM builds
- Check in the release test config, previously ignored due to extension
- Downgrade/pin to cmake 3.18 to work around a 3.19-Zephyr integration bug.
- Work around a vagrant problem that was producing incorrect release test
results.
- Minor script cleanups
